Make ANGLE debug CQ bots compile-only

ANGLE's debug CQ bots take a long time to run tests, and consequently consume a large amount of machine resources. The Release bots compile with dcheck_always_on=true, which catches the majority of serious logic errors.

After discussion with the team, there is agreement to make these bots compile-only.
