[Devtools A11y] Cross-panel navigation

Navigation should be consistent from panel to panel. Let's ensure that keyboard navigation is smooth and that focus behaves similarly in each panel. Also, components with the same functionality should be identified consistently on each panel. This bug is to track this work.
