[Findit] Determine number of bots needed for try jobs

Using historical try job data, determine number of bots needed.

Number of bots needed should reflect number of parallel try job requests on a given platform. Determine spikes in requests for try jobs and average size of spikes by platform to approximate number of bots needed.
