[Documentation]: <pre> tags don't show line numbers but documentation refers to them

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Steps to reproduce the problem:
1. Go to https://developer.chrome.com/extensions/overview
2. There's a passage that says "... the lines are executed in the following order: 1, 4, 2. ..."
3. There are no line numbers in the code excerpt so it's a bit strange to follow it.

What is the expected behavior?
Either show the line numbers in the <pre></pre> code or do not refer to line numbers in the documentation.

What went wrong?
There's a mismatch in what we show in <pre></pre> tags and what we use as reference in the documentation.
