we should have GYP CQ coverage until GYP is dropped

As long as we need to support non-fyi GYP builders (particularly official builders),
we should probably have GYP coverage on the CQ to make life easier for the build sheriffs.

Currently we have Mac and Win GYP builders on the waterfalls, but not in the CQ, which is letting breakages get through.

Add mac GYP builder to cq at 10%, bump win cq builder to 50%.

As long as we can't drop GYP support, we should have some coverage
in the CQ to make sheriffing easier.

Move 5 VMs from the optional mac pool to the mac_cq pool.

This should give us the headroom we need for the Mac GYP CQ builder.
