Issue description

c:\b\build\slave\drm-cr\build\src\media\test\pipeline_integration_test.cc(1021): error: Value of: GetVideoHash()
Actual: "15dc66e521291f66c391b495667df6d0"
Expected: "fd59357dfd9c144ab4fb8181b2de32c3"

I see it first at https://build.chromium.org/p/chromium.memory.fyi/builders/Windows%20Unit%20%28DrMemory%20full%29%20%282%29/builds/11104

I do not really understand what the failure means

It means some video frames are not being displayed. I skimmed back through a few of the older builds and don't see any media changes that could be responsible, so I guess this might have always been flaky.

Experienced this trying to get headless_shell running on ubuntu via Docker. is there a work around?
