Test has landed, but we need to cleanup some code that waits for URL load.

Also use grey_scrollViewContentOffset instead of custom written matcher:

[ios] Use +[ShellEarlGrey loadURL:] for page loading in EG tests.

Unlike web::shell_test_util::LoadUrl this new method waits until the
load is completed.
