Border of textarea disappear

Steps to reproduce the problem:
1. Open test site http://wap1.mediatek.com/ylwang/Test/TestCase15.html or http://wap1.mediatek.com/ylwang/Test/TestCase16.html
2. Check the textarea
3. some textarea border disappear

What is the expected behavior?

What went wrong?
Some textarea border disappear

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes In 44 version, it works.

Does this work in other browsers? N/A
