Expose page coordinates from the Viewport API

Knowing the visual viewport's location relative to the document makes it easy to do things using the API. visualViewport.pageX and visualViewport.pageY is the same as window.scrollX, window.scrollY before the inert-visual-viewport change ( issue 489206 )
