Regression: Default focus on close/minimize/maximize buttons is seen missing after exiting overview mode

What steps will reproduce the problem?
(1) Open any two windows[say files app and task manager] >> Switch to overview mode >> Exit from overview mode and observe for focus on close/minimize/maximize buttons

Expected: Default focus should be seen on close/minimize/maximize after coming back from overview mode.
Actual: Instead those buttons are seen faded even when window is focused.

This is a Regression issue as it is not seen in M52: 52.0.2743.75/8350.55.0 beta-channel daisy.

Able to reproduce the issue on Falco using chrome version  54.0.2798.0/8601.0.0
