Regression: [MD Settings] 'Move up' option is not working as intended in 'Language' section.

Issue description

Chrome Version: 54.0.2799.0 (Official Build)8acb9d5f2f71c3df8e64b13ee321a9d194e89785-refs/heads/master@{#405947} 32/64-bit.
OS: Windows (7,8,8.1,10), Mac(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Freshly launch chrome, navigate to chrome://settings/manageLanguages page and select any language (select only one language) from 'All language' section.
2. Now, go to 'Language' section, click on iron-icon of selected language to open the menu list and click on 'Move up' option and observe.

Nothing happens after clicking on 'Move up' option.
Selected language should move upwards after clicking on 'Move up' option.

Note: 
1. To reproduce the issue, select only one language from 'All language' section.
2. This issue is not reproducible on 'Linux' OS.

This is a regression issue, broken in M-53 series, below is bisect info.

Good build:53.0.2782.0
Bad build:53.0.2783.0

This is an inherent problem with how languages are handled in Chrome. Like #3 said, Options has the same issue: the move will *seem* to work, until you refresh the page.

This happens with languages that have variants -- e.g., English (United States) is a variant of English, so adding the variant will automatically add the base, and they can't easily be separated or deleted. Same root problem as  issue 626153 .
