The initial value of webkit-mask-position should be center

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:50.0) Gecko/20100101 Firefox/50.0

Example URL:

Steps to reproduce the problem:
1. Access any web page which has a CSS mask. 
2. mask-position should be center by default, instead of left top.
3. 

What is the expected behavior?
According to the spec[1], the initial value of webkit-mask-position should be center.

The initial value of webkit-mask-position is left top

Status: Available (was: Unconfirmed)
In order to change this we'd need to look at the compatibility risk of the change.

(As a vendor-prefixed version, -webkit-mask-position doesn't necessarily have to conform to the specification, though obviously it's better if it does).

-webkit-mask-position is specified in the compat spec to be a simple alias of mask-position

To avoid more web compatibility issues occurring between different vendors, does Chrome consider to make this change according to mask spec definition ?

Probably needs some sort of use counter for using the initial value of -webkit-mask-position?

The spec appears to be changing to match our behavior: https://github.com/w3c/fxtf-drafts/issues/111.

Spec changed in https://github.com/w3c/fxtf-drafts/commit/bdb4c3155192a10a5205c5842fe063e15a887f42, not sure if there are existing testcases for this that should be upstreamed to WPT.
