clear All Button is not found in tab order in Notifications Bar

Issue description

Mode: force_next
Version: 54.0.2798.0
Reproduction Steps: 
1. Alt+Shift+N
2. Tab to Clear All Button
Expected: Clear All will appear as a button, and can be pressed. this is important for screen reader users and for switch users.
Actual: This button does not appear in the tab order.

Most likely, it's a <div>, not <button, so please set:
role="button"
tabindex="0"  
listen for spacebar/enter events.

Given that these are non-cvox2 bugs, and part of chromeOS--should they be filed via alt+shift+i?

Kevin, this doesn't reproduce for me. Just so we're on the same page, the behavior I'm seeing which I think is expected is as follows.

Cause a new notification to appear, alt+shift+n, tab. You will see the clear all button. However, if you actually clear all notifications, you won't see the clear all button in th tab order.

Btw, you probably found that button via regular ChromeVox navigation;
https://codereview.chromium.org/2151713002/
enables reading of disabled state. The clear all button is disabled when you have no notifications.
