Menubar doesn't work with some window-modal dialogs

Issue description

Version: 52.0.2743.60 beta
OS: 10.11.x

1) Open a new window
2) Open a window-modal "sheet", such as Print or Cast (the new media router)
3) Choose "new tab" or "new window" from the File menu

expected:
- new tab or window should appear

actual:
- nothing happens

Note that the Save sheet works correctly. I'm assuming it's because these aren't real sheets. Giving to Trent as he's dug into some of these dialogs recently, please re-assign as necessary when triaging.

keyboard shortcuts are also broken. This is still an issue, but on all platforms. And there are some modality changes that keep getting bumped. I think Issue 679339 is where it's tracked.

Note popups were fixed largely by r447864. But on Mac, I think we still insert a dummy/transparent childwindow to intercept clicks for tab-modals. Key events/responder chains do not currently bubble up through that dummy window.
