[Chromoting] Windows Host: No valid screen size has been sent to client from Windows host

Issue description

Windows host does not send a valid screen size to clients. The size is useful for the fix of  http://crbug.com/584388 .

I have tried both GDI and DirectX based implementations, and both impacted.  (Screenshots of debugging log are attached.) So I assume this is an issue in IPC layer.

Forgot to mention, Ubuntu host won't be impacted by this bug.

Sorry, seems I have made a mistake. A later video frame has the correct screen size. Though the behavior is not exactly consistent with Ubuntu, it should not impact 584388.
