Ctrl + keys are using Chrome commands and not the commands of the Android app

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.13.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.15 Safari/537.36 Platform: 8530.13.0 (Official Build) dev-channel samus Steps to reproduce the problem: 1. In Textmaker HD, press e.g. Ctrl+N 2. In fact a new Chrome window appears 3. What is the expected behavior? Within the Android app, it should use the keyboard commands specific to that app, and not the Chrome OS commands. Note that using the touchpad to action the appropriate command works fine. What went wrong? chrome OS is jumping in and receiving the commands when in an Android app Did this work before?
