Allow for Chromevox settings to be copied to secure screens, such as at log on

Issue descriptionMode: force_next Version: 54.0.2796.4 Enhancement Request This is not a serious issue, and it may not be technically feasible, however a button to copy settings to secure screens as is found in other screen readers on other platforms would be a great enhancement. An example is found in the NVDA screen reader, under the general settings. The main reason for this request is to allow users to adjust options such as speech rate and typing echo on a Chromebook that belongs to them and is not used by others, and to have those options persist at the log on screen. Again, this is a feature request, and is not a showstopper, however would be a great addition.
