Last N offline copies not accessible when offline 54.0.2797.0

Issue description

Version: 54.0.2797.0
OS: Android L

Pages that are saved in last_n are no longer accessible when they're tried to be viewed offline.  Pages that are saved for bookmarks are still accessible.  It looks like a recent regression.

I tried refreshing the page, restarting chrome and navigating to the saved copy, and several different urls.

What steps will reproduce the problem?
(1) Start Chrome 54.0.2797.0 with offline pages enabled
(2) Navigate to a url (google.com/finance)
(3) Verify an offline copy for last_n is saved at chrome://offline-internals
(4) Go Offline
(5) Navigate to the same url as Step #2

What is the expected output?

The offline copy should be shown.

What do you see instead?

The offline error page appears.

Are you trying to navigate (step #5) in the same tab where initial navigation happened? Currently, the last_n is last_1 and limited to the same tab where page was opened. 
The scenario discussed should still work in case when a snapshot was saved as a result of bookmarking. Could you please verify?
The scenario does work in the case of bookmarking.

Step #5 was in a new tab, I was aware were only saving the last_1 page, but assumed that would be available in any tab once offline, and not just the tab it was originally loaded in.

Correct, the last_1 only redirects to an offline page in the same tab.
Couple ways to see this is:
- just hit Reload after going offline
- close chrome (swipe out from Recents) and then restart when offline
