At 3X DSF, Chrome's window controls are tiny

Issue description

Device: MS Surface Book
OS: Win 10

Look at where the avatar icon is. It is too far over to the left, which indicates that the OS is providing the wrong values from DwmGetWindowAttribute(DWMWA_CAPTION_BUTTON_BOUNDS, ...);

I was unable to reproduce this on a desktop Win10 box. Will try on my Surface Book. Was this using the latest Fast Ring builds or the current stable Windows build?

I cannot reproduce this behavior on my Surface Book, which is running the latest Fast Ring build. After changing the DSF, you need to log-out and back in to ensure all apps get the current device scale.

Could this be a bug in older Windows builds? Is Chrome the only app to exhibit this behavior? Try running Notepad and compare it's frame to Chrome.
