I cannot reproduce this behavior on my Surface Book, which is running the latest Fast Ring build. After changing the DSF, you need to log-out and back in to ensure all apps get the current device scale. Could this be a bug in older Windows builds? Is Chrome the only app to exhibit this behavior? Try running Notepad and compare it's frame to Chrome.
