View jumps to the top of page after Ctrl+click when I start scrolling (touchpad)

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/51.0.2704.79 Chrome/51.0.2704.79 Safari/537.36

Steps to reproduce the problem:
1. Visit a web page.
2. Ctrl+click a link on the page.
3. Start two-finger scrolling with a touchpad.

What is the expected behavior?
The view scrolls from the current position.

What went wrong?
The view jumps immediately to the top of the page and then continues scrolling.

Did this work before? Yes I think in the previous major version (50.*)

Chrome version: 51.0.2704.79  Channel: n/a
OS Version: Kubuntu 16.04
Flash Version: Shockwave Flash 21.0 r0

This doesn't happen when I open the link using right click -> Open in new tab. Also, this doesn't happen when I scroll using a mouse wheel.

Actually, I think this is a duplicate of  issue 628366 ... Sorry for the duplicate.
