takes forever to load a router page using self-signed cert

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8350.55.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.75 Safari/537.36
Platform: 8350.55.0 (Official Build) beta-channel tricky

Example URL:

Steps to reproduce the problem:
1. Configure an ASUS RT-N66U to use HTTPS
2. Connect to its web interface (e.g. https://192.168.1.1:443)
3. Continue inspite of the safety warning (how else can I connect to this device?)

What is the expected behavior?
Page loads within seconds.

What went wrong?
Page takes forever to load.  Status bar says "Establishing secure connection".

Did this work before? N/A 

Chrome version: 52.0.2743.75  Channel: beta
OS Version: 8350.55.0
Flash Version: Shockwave Flash 22.0 r0

If I import the certificate, the page loads quickly.

[+davidben]:  Connection attempts keep failing with ERR_CERT_AUTHORITY_INVALID, and we keep on making new requests.  I think this may be a dupe of issue 488043.  Do you agree?
