Moving to disable now by adding it to the _DISABLE_TESTS list in
tools/perf/benchmarks/system_health_smoke_test.py (as suggested by https://chromium.googlesource.com/chromium/src/+/5b1847df818e5be4592e9a6ac4832350bb663023).

Actually, looks like we should disable this the normal way because it's not in the form of benchmarks.system_health_smoke_test.SystemHealthBenchmarkSmokeTest.*

It can be disabled by adding "@benchmark.Disabled('reference')" to 
https://cs.chromium.org/chromium/src/tools/perf/benchmarks/v8_browsing.py?rcl=0&l=88
