ARC++: recording from camera is broken for various resolutions

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36
Platform: 8530.13.0 (Official Build) dev-channel samus

Steps to reproduce the problem:
1. Record video using Android's MediaRecorder API.
2. Play back the video. 

What is the expected behavior?
Video should be recorded form camera and played back without any problems.

What went wrong?
Depending on a used resolution, recording from camera:
1. Works fine (640x480, 352x288, 320x180, 320x240).
2. Fails to stop (E/MediaRecorder: stop failed: -1007) (848x480, 424x240).
3. Crashes the app while trying to unlock the camera (RuntimeException: Unlocking failed) (same as 2).
4. Succeeds, but turns green and glitchy (see screenshot) (1280x720, 960x540, 640x360).

Case 3 is very rare, but still can happen instead of case 2.

Chromebook used: Pixel 2.

Occurs on Asus Flip as well.

This problem is happening again for various Chromebooks and channels.

Tested Chromebooks:
Asus Chromebook Flip (stable/beta/dev) - works

Acer Chromebook R11 (stable) - doesn't work
Acer Chromebook Spin 11 (stable) - doesn't work
Google Chromebook Pixel (2015) (beta) - doesn't work
Samsung Chromebook Plus (beta) - doesn't work

Each Chromebook is updated to the newest version of Chrome OS in its channel.

Current status of this bug:

- Every resolution up to and including 640x480 - works fine on every channel.
- Every resolution above 640x480 on the stable channel - recorded video appears more and more green and chopped up with every resolution above 640x480. At the highest resolution the entire screen is affected.
- Every resolution above 640x480 on the beta/dev channel EXCEPT on Asus Chromebook Flip (C100PA) - recording fails to stop (E/MediaRecorder: stop failed: -1007).
- Asus Chromebook Flip (C100PA) - works every time with all resolutions.

I think this might be some Graphics card issue?
