Regression: Blank number is seen in notification bubble after signing in

What steps will reproduce the problem?
(1) Sign in to user >> Sign out >> Now on profiles page rotate screen 4 times using "ctrl+shift+reload" so that notification bubble stating "Internal display was rotated to 0 degrees" is seen
(2) Before the bubble vanishes sign in to existing user and observe notification bubble count

Expected: Blank bubble should not be seen i.e either notification number/bell symbol should be seen.
Actual: Instead blank bubble is seen.

This is a regression issue as it is working fine in 51.0.2704.106/8172.62.0 stable channel daisy.

Issue is seen in 52.0.2743.75/8350.55.0 beta channel daisy_spring.

@yoshiki: Please confirm the behavior.

Able to reproduce the issue on Pit using chrome version 54.0.2796.4/8589.0.0.

@Yoshiki: Checked the issue on 54.0.2813.0/8660.0.0 with steps mentioned in Comment#0 and is still reproducible.

Still blank bubble is seen after logging in.

According to Comment#2.  Issue 617870  got fixed. Could you please tell which build contains the fix (or) please fix this issue.
