What steps will reproduce the problem?
(1)Launch chrome -> Go to above URL
(2)Now press F12 to open DevTools -> Enable 'Toogle device toolbar' option and observe Bottom Menu (Please Refer Video and screenshot)

Expected: Bottom Menu of Google Images should not be  misplaced on enabling Toogle device toolbar
Actual: Instead Bottom Menu of Google Images is seen misplaced 

This is Regression Issue broken in M-54

Bad Build:  49.0.2567.0

Note: Unable to do Tool bisect as chromium builds are not invoking
