Regression: Scroll bars are not seen for task manager window.

Issue description

Chrome Version: 54.0.2797.0 (Official Build) eb270c9af201e549f3e2e2b1016b6b99565f1706-refs/heads/master@{#405656} (32/64-bit) 
OS:  Windows (7,8,8.1,10)

Steps:
1. Launch Chrome and open task manager using 'Shift+Esc' key
2. Right click on task manager, select any option and observe.

Actual: Scroll bars are not seen on task manager window even after selecting any task option.

Expected: Scroll bars should be seen on task manager window after selecting any task option.

This is regression issue broken in M-54, below is bisect info.

Good build: 54.0.2790.0
Bad build: 54.0.2791.0

I cannot reproduce this locally (screenshot attached). Please try to figure out what's different about your system, or if there's something else you're doing to trigger this?

Reproduced by going to "Control Panel > Appearance and Personalization > Change the theme" and selecting the default Windows 7 (Aero) theme.

I'm away for the next week, and roughly half the time between now and M54 branch, but will work on this when I *am* in the office.
(Also, the screenshot in comment 1 still lacks arrows, and the scroll thumb looks un-drawn.  So even without comment 4, comment 1 looks busted.)
