Regression : Weird Behaviour is seen in chrome://downloads on resizing Emulated View

Version: 54.0.2797.0 
OS:Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome -> Go to chrome://downloads page -> Now press F12 to open DevTools and Enable 'Toogle device toolbar' option
(2)Now click on 'More Actions' icon and select 'Capture screenshot' option
(3)Now Select the Zoom level to '75%' ->Close the Devtools and again open->Now  Resize the Emulated View and observe

Expected: On resizing Emulated View weird Behaviour should not be seen
Actual: Instead  Weird Behaviour is seen

This is Regression Issue broken in M-54

Manual good and Bad Builds:
Good Build: 53.0.2773.0
Bad Build:  53.0.2774.0

Issue is seen clearly by following steps:

1)Go to chrome://downloads page -> Now press F12 to open DevTools and Enable 'Toogle device toolbar' option
(2)Now click on 'More Actions' icon and select 'Capture screenshot' option(take 3-4 screenshots)
(3)Now Enable all options in 'More Actions' icon and 'Select the Zoom level to '75%' ->Close the Devtools and again open->Now  Resize the Emulated View and observe (Please refer 'Actual_Downloads2' Video)

Able to see the issue on windows 7 using chrome version 54.0.2797.0 .Not seeing this on Mac 10.11.5.

Adding stable blocker as this is regressed on M53.Please feel free to remove if not required.

This behavior is indeed a side-effect of https://codereview.chromium.org/2020083004. But it should only happen when zoom is not 100%, and emulated height is at certain values. Could you please check whether this reproduces without setting zoom to 75% ?

As per comment #8 verified on 54.0.2803.0 Build and Issue is seen for Zoom  levels 75%,125%,150% and not seen for 100%

This seems to be amplified by  issue 630454 , which was fixed recently. Now performance should be much better, so it's not a blocker anymore.
