Focus doesn't traverse to 'Printing' option after pressing tab key.

Chrome Version: 54.0.2797.0 (Official Build) eb270c9af201e549f3e2e2b1016b6b99565f1706-refs/heads/master@{#405656} 32-64-bit. 
OS:Windows (7,8,8.1,10), Linux(14.04 LTS) and Mac(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/
(2)Click on "Advanced" option and press tab key till focus reached 'Printing' option (i.e below Downloads location option),observe.

Actual: Focus doesn't traverse to Printing option after pressing tab key.

Expected: Focus should traverse to Printing option after pressing tab key.

This is a Non-regression issue seen from 'M54' series i.e 54.0.2797.0 (Official Build)

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Windows, Mac and Linux. Changing the status to Untriaged so that the issue would get addressed.
