[Site Settings] Focus rendering is not proper on ‘chrome://md-settings/siteSettings/cookies'

Issue descriptionChrome Version:54.0.2797.0 (Official Build) eb270c9af201e549f3e2e2b1016b6b99565f1706-refs/heads/master@{#405656} (32/64-bit) OS:Mac(10.10.5, 10.11.4), Windows (7,8,8.1,10),Linux (14.04 LTS) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/siteSettings/cookies 2. Click on the page and then press ‘Tab’ key till the focus reaches toggle button 3. Again press ‘Tab’ key and observe the focus. Actual: Focus highlight traverse is not seen on checkbox of ‘Block third-party cookies’ i.e. it is seen on ‘Add site exception’. Expected: Focus highlight should seen on checkbox of ‘Block third-party cookies’ instead of ‘Add site exception’. I'm not sure there's anything I can do to alleviate this. But I think issue 459858 is related, probably blocking this -- IIUC.

It looks like this was fixed as a side effect from changing this UI from a checkbox to a toggle button. So wontFix because it's good now.
