[MD Settings] 'Remove' option is not present in iron-icon list for any selected language.

Chrome Version: 54.0.2797.0 (Official Build) eb270c9af201e549f3e2e2b1016b6b99565f1706-refs/heads/master@{#405656} 32-64-bit.
OS: Windows (7,8,8.1,10), Linux(14.04 LTS) and Mac(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/manageLanguages page and select 4-5 languages from 'All language' section.
2. Now, go to 'Language' section and click on iron-icon of any selected language so that iron-icon list opens and observe.

'Remove' option is missing in iron-icon list for selected language.
'Remove' option should be present in iron-icon list for selected language.

This is non-regression issue seen from M-53 as this is a new feature introduce build no 53.0.2783.0

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Windows, Mac and Linux. Changing the status to Untriaged so that the issue would get addressed.

This is most certainly by design. Languages can be added/removed from the 'Manage Languages' page.
