Regression: Tab strip gets stuck in fullscreen mode after launching browser from dock.

Issue descriptionChrome Version: 54.0.2794.0 02e8e6a146a2a17dcd8950b783130d5937ce87dd-refs/heads/master@{#404734} OS: Mac(10.11.4) Steps: 1. Launch Chrome, go to NTP and click on Fullscreen icon from wrench menu. 2. Give print command, open task manager via wrench menu (task manager appears in fullscreen)and then minimise task manager. 3. Launch Browser from dock then press Esc key to exit print preview (again task manager appears). 4. Now again launch browser from 'Dock' and observe. Actual: Tab strip gets stuck in fullscreen mode after launching browser from dock. Expected: Tab strip should not get stuck in fullscreen mode after launching browser from dock. This is a regression issue broken in M-52, below is bisect info. Good build: 52.0.2735.0 Bad build: 52.0.2736.0 Narrow bisect: https://chromium.googlesource.com/chromium/src/+log/552dbdc4c66ae49753f84c892d5e3ff54daeb1ab..c5e032910d4c8119f8c40df507fda64e5fec11a0?pretty=fuller&n=100 Suspecting: r393642 ? Please help to re-assign if your change is not the cause for this issue. Note: This is Mac 10.11.4 specific issue not seen on Mac 10.10.5, Windows and Linux OS.
