ontransitionend event handler doesn't work when setting ontransitionend and transitionend event handler.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2796.3 Safari/537.36

Example URL:
http://output.jsbin.com/pokotu/36

Steps to reproduce the problem:
1. Open the sample page(http://output.jsbin.com/pokotu/36)
2. Mouse over the third div element.
3. Logged transition end event message around "Log:"

What is the expected behavior?
ontransitionend and transition event handler will run.

What went wrong?
ontransitionend event handler is ignored.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 54.0.2796.3  Channel: 
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

Webkit does work correctly.
Firefox doesn't support onTransitionEnd event handler yet. (Bug 911987)
I'm not sure IE and Edge.

Furthermore, onWebkitTransitionEnd/webkitTransitionEnd does work correctly.

Unable to repro this issue on Windows 10 [Pro] for Google Chrome Canary Version - 54.0.2800.0

@mantaroh: Could you please perform the steps mentioned beneath and let us know your observations.

1. Update your Google Chrome Canary Version - 54.0.2800.0 
2. Re-test the same on a clean profile [chrome://settings -> Add Person]
