Regression: Chart reading is seen chopped in 'Metrics' section of chrome://tracing.

Chrome Version: 54.0.2797.0 Revision eb270c9af201e549f3e2e2b1016b6b99565f1706-refs/heads/master@{#405656}(32/64 bit)
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Launch chrome, navigate to Chrome://tracing and record traces.
(2) Click on Metrics and observe the chart reading

Chart reading is seen chopped in Metrics section of chrome://tracing.

Chart reading should seen properly in Metrics section of chrome://tracing.

This is a regression issue, broken in 'M-54', will soon update the info:

I can probably try to bisect this, but FYI these changes most likely come from catapult rolls.

Actual_tracing.mp4 looks like expected behavior. If there are no Response UserExpectations, then there should not be any samples in the response latency histogram. We could clarify make scalar-span (in the table) display something like "(empty)" instead of the empty string when it is given a Numeric with zero values.

Oh, sorry, I see now, the right margin of the histogram-span' BarChart is chopping off the x-axis label. updateXAxis_() should hide the last tick if it won't fit.

Removing the release block label as this shouldn't be a release blocker. Also, this is not a P1 bug.

Annie, was there also something about how these experimental features don't need to be included in the test plans for now?
