Rotation Lock Broken

Platform: 8584.0.0 (Official Build) canary-channel veyron_minnie

Steps to reproduce the problem:
1. Fold into tablet
2. Lock display rotation 

What is the expected behavior?
Display is locked into portrait or landscape

What went wrong?
Rotation lock is disabled when you close the status tray

Did this work before? N/A 

Chrome version: 54.0.2792.0  Channel: canary
OS Version: 8584.0.0
Flash Version: Shockwave Flash 22.0 r0

I've tested it with latest image and didn't manage to repro.
chrome version 54.2800.2
os version 8620.0.0

wilg76x@, could you share some details/steps if you can still repro.
