Google Chrome won't start

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. Attempt to load Google Chrome
2. Watch what looks like Chrome starting
3. Chrome doesn't start

What is the expected behavior?
Chrome would start like normal

What went wrong?
While I can't say for sure, I am assuming that an update from Microsoft for patch Tuesday is causing some instability.  I'm not at a point now where I can uninstall patches until Chrome works.  Chrome will load when Windows was in safe mode.

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Chrome version: 51.0.2704.106  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

While the details in the text file aren't mine, I am experiencing the same issues on Windows 7 but since this data is available, I am using it.

Chrome (dev channel 64-bit Windows) won't start for me. I restarted the computer and reinstalled it. The beta channel works fine. I did not install any of the Windows Updates that came out on Tuesday, so I don't think that's it.

I couldn't ever see chrome.exe running in the Task Manager when I would try to launch it.
PS Everything worked fine last night, but it wouldn't launch at all when I turned my computer on this morning.

So I have uninstalled kb#3161608 for Windows 7 and chrome will now load/run. 

When I was loading chrome, I would receive an EAF flag from EMET but disabling EMET wouldn't solve the issue.  

So keeping this update uninstalled isn't a real solution, so we will need to figure out why it's causing the issue.

@majikuf -- Could you please re-install latest Google Chrome Stable# 51.0.2704.106 and let us know whether the issue is occurring.
Also please disable any unwanted extensions and do a fresh install and provide us the update.

The original bug was reported on 106 from my home machine which was 103 at the time.

@majikuf -- Re-installed Chrome Stable# 52.0.2743.82 and was not able to reproduce the issue.
Chrome was successfully installed and launched, able to browse without any problem.
Could you please re-install latest Stable and please let us know the latest behavior.

Enable logging as per https://www.chromium.org/for-testers/enable-logging and follow the instructions, then upload the debug file here.
