Devtools context menu resets itself to "top" frequently during use

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Steps to reproduce the problem:
1. Open a webpage where a Chrome extension you have installed is active, or a page that has an iframe.
2. Open devtools, go to the Elements tab, press escape so the bottom bar appears, and switch it to Console.
3. Change the context menu (it's the select box near the clear console, filter, and preserve log buttons) from "top" to an extension context or iframe.
4. Click an element in the Elements section.

What is the expected behavior?
The context menu should keep its value.

What went wrong?
The context menu spontaneously switches to "top".

Did this work before? Yes 

Chrome version: 51.0.2704.106  Channel: stable
OS Version: OS X 10.11.4
Flash Version: Shockwave Flash 22.0 r0

This makes using the REPL console during extension development really painful because the context menu keeps switching the console to a different context during normal use.
