PDF displays "Compression Artifacts" when none exist and displays fine in IE11 & Adobe reader

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36 Steps to reproduce the problem: 1. Open PDF in Chrome: http://www.reddeer.ca/media/reddeerca/about-red-deer/map-catalogue/neighbourhood/INDEXMap.pdf 2. Note the top center lines are blurry 3. Open link in IE 11 or download and open with Adobe Reader 4. Note that the lines appear smooth. What is the expected behavior? The pdf should display "nicer" with less/no distortion What went wrong? The pdf viewer distorts the pdf. The attached image shows the same pdf link mentioned above opened in both Chrome and IE11, it is much smoother in IE11. Did this work before? N/A Chrome version: 51.0.2704.106 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 22.0 r0

At 10X scaling with pdfium_test, the output looks decent, but at 4X, it's not great. Can we improve the Skia rendering?
