Recipe tryjob gets strangely type properties once in a while

See https://build.chromium.org/p/tryserver.infra/builders/Recipe%20Roll%20Downstream%20Tester/builds/2422 for an example build.

If you look at setup build, it actually gets integer types for the properties sometimes; I think this is a bug in buildbucket? I'm not sure though.

I can fix this on the recipe side, but it's strange that whatever is triggering this uses different types sometimes.

not a bug in buildbucket, the build was created with numeric issue and patchset

from my experience, unfortunatelly, people sometimes specify numbers and sometimes strings
