Touchpad 2 finger scrolling jumps towards top or bottom after clicking a blank spot on the page

Issue description

Chrome Version       : 52.0.2743.60 (Official Build) beta (64-bit) AND 51.0.2704.106 (Official Build) unknown (64-bit)
URLs (if applicable) : Several
Other browsers tested: Firefox
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: Unable to test
    Firefox: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:47.0) Gecko/20100101 Firefox/47.0 OK
         IE: Edge 25.10586.0.0 OK

What steps will reproduce the problem?
(1) Go to a page with a fair amount of text to scroll through
(2) Click in a blank spot on the page
(3) 2 finger scroll up or down

What is the expected result?
Chrome should scroll up or down an appropriate amount relative to the travel of the fingers on the touchpad

What happens instead?
Chrome jumps a page or more in either direction, totally losing the spot you were reading.

Please provide any additional information below. Attach a screenshot if
possible.

Screenshots attached of page position pre-scrolling, then post-scrolling (after a random click on a blank spot of the page), as well as a scroll without a click that ends up where one would expect to land.

Additional details:
- After "over-scrolling" (i.e. trying to scroll further up/down after 
  reaching the top/bottom of the page), a click of the left mouse button triggers
  a jump in the other direction and followed by further scrolling in the original
  direction.

- Clicking while scrolling triggers such a jump as well.

- In my case, this behaviour does not show up when using a tap-to-click on the
  touchpad

- The same behaviour shows up when using the scrolling area instead of 
  two-finger-scrolling

System: Debian GNU/Linux 8 (jessie), 64-bit
Hardware: Lenovo Thinkpad T410
