Remove concept of temporary downloads from //content downloads

DownloadItem::IsTemporary() and friends make no sense in //content. The flag just prevents a download from being written to persistent storage. Since //content has no concept of persisting downloads, this flag also doesn't make any sense. We should get rid of it and have //chrome decide whether or not to persist the download.
