Widevine CDM video failed to play on Android because of error: Mojo CDM creation failed

Issue description

Version: 53.0.2782.9
OS: Android

All Widevine video fail to play, including YouTube paid movie, widevine video on Shaka-demo, CDM test suite. This is a regression from Chrome52

What steps will reproduce the problem?
(1) navigate to shaka-player-demo.appspot.com
(2) load any widevine asset, e.g Unified Streaming=>Tears of Steel, or YouTube=>Oops multi-DRM 


What is the expected output?
video plays normally

What do you see instead?
Shaka Error DRM.FAILED_TO_CREAT_CDM (Mojo CDM creation failed)

kravula@, I used nexus6+Chrome53.0.2782.9 build. what build are you using?
this issue is related to spitzer feature. Please take a look chrome://flags, look for "Disable the unified media pipeline on Android", make sure it is disabled (has an Enable link under it)

actually I upgrade from 53.0.2782.9 to 53.0.2785.21, the issue not repro anymore. It seems be fixed.
I have verified videos on Shaka demo, Media CDM test suite, and Youtube paid movie. All EME videos are able to play.
I'll resolve this bug as fixed.

I start to see this issue again on 54.0.2830.0 build.
Device: nexus6 + Chrome54.0.2830.0
This issue blocks all EME video playback including on Shaka player V2 and YouTube purchased movie.

This should be caused by issue 638950. The fix was committed this morning. Could you please try again later with the fix. Thanks!

Hmm, I thought this only happens on M54. I'll check on M53 and merge the fix if needed.
This issue not repro on Clank beta build M53.0.2785.70.

Ah, I see - sorry, the original bug was filed for M53 but I missed that it stopped reproducing in c#7, my apologies.  I will close this bug, it sounds like we should use issue 638950 to track any outstanding work.
