Scrolling at bottom of page partially hides top controls

Issue description

Version: 54.0.2795.0
OS: Android

What steps will reproduce the problem?
(1) Open any scrollable page (reddit.com will do)
(2) Scroll all the way to the bottom. Scroll the top controls into view
(3) Scroll all the way to the bottom again without hiding the top controls. You can do this using many short scrolls so that the top controls always animate back to shown.
(4) Now that you're at the very bottom of the page with top controls shown. Try scrolling down.

What is the expected output?
Overscroll glow should occur but otherwise nothing else should happen

What do you see instead?
Top controls seem to consume some of the scroll, hiding partially. The amount seems to vary, with faster scrolls making top controls consume more delta.

This case may seem contrived, but there's many ways to get into this situation: programmatic scrolls, scrolling while the page is loading, etc.

Still reproduces in 67 though it's a low-pri issue.
