Google Hangouts Desktop-App shows a corrupted and/or un-clickable Transparent-UI upon re-launch if zoom settings are below 100%

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36 Steps to reproduce the problem: 1. Install the Hangouts App and have a way to re-launch it within the same browser session (ie. Pinning to taskbar) 2. Enable Transparent UI 3. Change the Zoom level under 100% 4. Close hangouts (while keeping Chrome running), and re-open it What is the expected behavior? Hangouts would still re-open successfully, as it still does at 100%+ Zoom. What went wrong? Depending on your zoom setting, Hangouts will re-launch show a very cut-UI (ie. 90% Zoom), or show itself as a completely black interface that can't be interacted with (ie. 75% Zoom). Additionally, using any Zoom level other than 100% will cause a black background, as opposed to the expected Alpha Compositing. Did this work before?
