Steps:
1. Launch chrome and navigate to chrome://md-settings/clearBrowserData.
2. Click on the drop down list seen on overlay and press F11 twice.
3. Observe the drop down list.

Actual:   The drop down list is seen misplaced after exiting full screen.
Expected: The drop down list should not be misplaced after exiting full screen.

This is a regression issue broken in 'M-51' and below is the Manual Regression range.
Good Build: 51.0.2674.0
Bad Build : 51.0.2675.0
