Download in progress dialog shouldn't pop-up on Chrome OS after an attempt to close the last tab

Start a download 2. Close the last tab What is the expected behavior? Closing all tabs doesn't affect downloads in progress on Chrome OS, since Chrome (OS) session keeps running. What went wrong? Dialog appears asking "Do you want to cancel the download and exit Google Chrome?"... 1) It doesn't make sense in Chrome OS context. 2) Clicking Cancel download doesn't stop it anyway. Did this work before? N/A Chrome version: 51.0.2704.106 Channel: stable OS Version: 8172.62.0 Flash Version: Shockwave Flash 22.0 r0 This dialog would actually make sense before user log-out or Chrome device shutdown.

Blocking logout or shutdown is tricky. The expectation is that those things don't block and there could be security implications if that behavior changed. Users will often trigger a logout or shutdown and then walk away from the device assuming it succeeded. I see a couple of options here: 1: Don't show this dialog when closing the last chrome window on chrome os. 2: Actually make the dialog work as expected. I'm thinking the second actually makes the most sense in the long run.
