Page gets zoom out by using cmd+-- even if look up overlay is opened.

Issue description

Chrome Version:54.0.2796.2 (Official Build) 677b7ff9c1739954e09b0bea21d75cdd1911d062-refs/branch-heads/2796@{#3} (32/64-bit)
OS: Mac(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://version.
(2) Right click on any word and select 'Look up' option(lookup overlay will open).
(3) Zoom out the page by hitting cmd+-- and observe.

Unnecessary page gets zoom out using cmd+-- even if look up overlay is opened.

Page should not get zoom out.

This is a non-regression issue, seen from 'M-40'

Note: 1.Issue is not seen when zoom in page by cmd++
      2. Issue is not seen on Windows and Linux OS.

Able to reproduce the issue on Mac. Changing the status to Untriaged, so that the issue would get addressed.

Issue is also reproducible on Safari. Assigning to rsesek@ who owns app_menu_controller.mm which deals with Zoom button handling.
