What steps will reproduce the problem?
(1) Launch chrome and go to chrome://md-settings/autofill >> Select Country field and select any country >> Now click cancel button >> Now again click add address and hit tab >> Observe focus

Expected: Text cursor should be seen in name field after reopening autofill address overlay
Actual: Instead focus is seen in state field.

This is a Non-regression issue as Edit/Create address is added from 54.0.2796.0 build.
