What steps will reproduce the problem?
(1) Launch chrome and go to chrome://md-settings/autofill >> Enter data till state field >> Hit tab so that focus goes to country field >> hit down arrow and select any country by hitting enter key >> Now hit tab and observe

Expected: Focus should traverse to Phone field
Actual: Instead focus traverses to first field[ i.e Name]

This is a Non-regression issue as Edit/Create address is added from 54.0.2796.0 build.
