extensions_browsertests are flaky on Windows-10

I am unable to identify any particular CL that causes these failures and don't want to disable all the tests. Assigning to owners of the tests for more investigation.

It looks like we're getting a similar collection of flakes on Linux/Chrome OS builds as well in  issue 631950 .
