Deprecate use of BuildOutputFormatter in chromeos

This CL (now reverted) removes BuildOutputFormatter:

This first landed end of May, 6 weeks ago. The telemetry team would like to re-land this.

It is currently used by some python scripts maintained by the toolchain team, and these scripts need to migrate to using the new chartjson format.

Caroline, Luis - could you please advice on a timeline where this could be done? Is M54 reasonable?

I'm not sure when M54 will be released.  We have been fighting a few other fires, but I hope to get working on this and with luck have it done by the beginning of August.
